Instructions for Calling-In to a Meeting

1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
2. Enter the Access Code for this meeting: 187 731 7450 then press #. If prompted for an Attendee ID, just press #.
   Please note: the Access Code will change for every meeting.
3. Stop and LISTEN.
4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
7. Wait for your turn to speak.
8. When you hear the prompt, “Your line is unmuted” – THIS IS YOUR OPPORTUNITY TO PROVIDE YOUR PUBLIC COMMENT.
9. The Commission/Hearing Secretary will indicate how much time you have to provide your comments. You will be alerted when you have 30 seconds remaining.
10. Once your public comment time have ended, you will be moved out of the speaker line and back listening as a participant in the meeting (unless you disconnect).
11. Participants who wish to speak on other items on the Agenda or for other comment periods may stay on the meeting line and listen for the Commission/Hearing Secretary's next prompt.

Notice is hereby given to the general public that the Historic Preservation Commission will hold a PUBLIC HEARING on the matter below on Wednesday, February 17, 2021, beginning at 12:30 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.  Please be advised that due to the COVID-19 emergency, the Historic Preservation Commission may be required to conduct this hearing remotely. Additional information may be found on the Department's website.

2019-022126COA-04: 55 Hagiwara Tea Garden Drive – located between John F. Kennedy Drive, Hagiwara Tea Garden Drive, Martin Luther King Jr. Drive, and Music Concourse Drive, Lot 001 in Assessor’s Block 1700 (District 1, District 5). Request for a Certificate of Appropriateness to extend the operation of a temporary observation wheel installed in the Music Concourse. On January 15, 2020, the Historic Planning Commission (HPC) reviewed and approved with conditions a Certificate of Appropriateness Application (Case No. 2019-022126COA) for the one-year installation of an observation wheel to commemorate the 150th Anniversary of Golden Gate Park. The wheel was scheduled to open April 4, 2020 and be removed in March of 2021; however, Covid-19-related restrictions limited operation and capacity of the wheel. The City of San Francisco Recreation and Parks Department requests to extend operation of the observation wheel for a total of four additional years. The project sponsor proposes operational extension until March 1, 2023 to offset financial hardship experienced by the vendor and an additional extension until March 1, 2025 to support economic recovery. The subject property is Landmark No. 249, Music Concourse, Golden Gate Park and is located in a P (Public) Zoning District and an OS Height and Bulk District. 2020-011305DES:  649-651 Duncan Street – mid-block on south side of Duncan Street between Diamond and Castro Streets - Assessor’s Parcel No. 6604, Lots 036 and 037 (District 8). Consideration to Recommend to the Board of Supervisors designation of the Lyon-Martin House (649-651 Duncan Street) as an individual Article 10 Landmark pursuant to Section 1004.2 of the Planning Code. The Lyon-Martin House was initiated for Landmark designation by the Board of Supervisors on October 20, 2020 (See BoS File No. 201138). The Lyon-Martin House is significant as the longtime home of pioneering lesbian activists Phyllis Lyon and Del Martin. The subject properties are in RH-1 (Residential-House, One-Family) Zoning District and a 40-X Height and Bulk District. It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each case above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made as part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
